Ethical Guidelines
IJCSE Publication Ethics and Malpractice Statement
Introduction The publication of an article in the International Journal of Computer Science and Engineering (IJCSE) is a direct reflection of the quality of work of the authors and the institutions that support them. Accurate and trustworthy research records are essential for the advancement of computer science and engineering. To ensure the highest standards of integrity, IJCSE expects all parties involved—authors, editors, peer reviewers, and the publisher—to adhere to the following ethical guidelines.
1. Author’s Responsibilities
-
Originality and Plagiarism: Authors must guarantee that their submitted work is entirely original. If the work of others is used, it must be appropriately cited. Plagiarism in any form is unacceptable and constitutes unethical publishing behavior.
-
Multiple/Concurrent Submissions: Authors should not submit the same manuscript (or manuscripts describing the same research) to more than one journal concurrently. Previously published work should not be submitted for consideration.
-
Data Integrity: Authors must honestly gather and interpret their research data. Editors or reviewers may request raw data for review; therefore, authors should retain research data for a reasonable time after publication.
-
Authorship: Credit should be limited to those who have made a significant contribution to the research. All co-authors must have approved the final version and agreed to its publication.
-
Conflict of Interest: Authors must explicitly declare all sources of financial support and any potential conflicts of interest that might influence the results or interpretation of their manuscript.
-
Reporting Errors: If an author discovers a significant error or inaccuracy in their published work, it is their obligation to promptly notify the journal editor and cooperate in the retraction or correction of the paper.
2. Editor’s Responsibilities
-
Fair Play and Timeliness: Editors shall evaluate manuscripts for their intellectual content without regard to the authors' race, gender, or institutional affiliation. We aim to acknowledge receipt within 2 working days and ensure a fair, timely review process.
-
Confidentiality: Editors must ensure that all submitted manuscripts are processed confidentially. No content shall be disclosed to anyone other than the corresponding author, reviewers, and the publisher.
-
Conflict of Interest: Editors shall recuse themselves from processing manuscripts in which they have conflicts of interest resulting from competitive or collaborative relationships with the authors.
-
Objective Decisions: The Editor-in-Chief has ultimate authority over acceptance/rejection based on the manuscript’s significance, originality, clarity, and relevance to IJCSE.
-
Handling Complaints: Editors will respond promptly to ethical complaints concerning submitted or published manuscripts and take reasonable measures, such as corrections or retractions, when necessary.
3. Peer Reviewer’s Responsibilities
-
Contribution to Decisions: Peer review assists the editor in making decisions and helps authors improve their papers. Reviewers who feel unqualified or unable to meet the deadline should notify the editor immediately.
-
Confidentiality: Any manuscripts received for review must be treated as confidential documents and not shared or discussed with others without authorization from the editor.
-
Objectivity: Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Supporting arguments for judgments should be clearly expressed.
-
Conflict of Interest: Reviewers must recuse themselves from reviewing manuscripts in which they have conflicts of interest (personal, academic, or professional) with any of the authors or institutions.
-
Identification of Plagiarism: Reviewers should notify the editor of any substantial similarity between the manuscript under review and any other published paper or submission they are aware of.
4. Publisher’s Responsibilities
-
Integrity Support: IJCSE Editorial Office is committed to maintaining the integrity of the scholarly record. We support the efforts of editors and the unsung work of peer reviewers.
-
System Maintenance: The publisher is responsible for ensuring the publication system works smoothly and that ethical guidelines are applied across all stages of the process.
-
Editorial Independence: The publisher supports the scholarly communication process and ensures that editorial decisions are based on academic merit, independent of commercial interests or sales.
